Biography

Prof. Öztemel completed his primary and secondary education in Istanbul and earned his bachelor's degree in Industrial Engineering from the Sakarya Engineering Faculty of Istanbul Technical University in 1984. He received his master’s degree from Boğaziçi University (1985–1987) and completed his PhD in Systems Engineering at the University of Wales, UK (1988–1992).

From 1993 to 2006, he served as a faculty member at Sakarya University and concurrently worked as a Senior Researcher at TÜBİTAK BILGEM (1993–2011), focusing on artificial intelligence applications for military use. His projects included flight simulators, artificial F-16 pilots, nurse robots, and virtual combat simulations. He contributed to WEAG (1997–2010) and NATO’s SAS Panel (2001–2006), and held leadership roles in the EU’s IPROMS initiative.

He was Vice President of ÖSYM (2011–2015) and a TÜBİTAK committee member (2012–2017).

Currently, he is Head of Industrial Engineering at Marmara University. His research spans AI, intelligent manufacturing, simulation, and strategic planning. He is a member of the TÜBA Information Technologies, Communication, and Artificial Intelligence Working Group.
