Biography

Dr. Bwalya is a green economy consultant currently with the Government of Zambia and immediate past Managing Director of the Development Bank of Zambia (DBZ). He has over 25 years of experience in development economics, economic management and international development, as well as environment and climate change. Prior to joining DBZ, Dr Bwalya worked for the United Nations Development Programme (UNDP) in Nigeria as Country Director and Resident Representative (a.i). He also worked for UNDP Ethiopia as Country Director, and before that, he served as Director of Research and Planning at the Zambia Revenue Authority. He holds a PhD in Environmental and Natural Resource Economics from the University of Rhode Island in the USA and a Master of Science Degree and a Bachelor degree in Economics from Addis Ababa University and the University of Zambia, respectively. He is also a member of the African Environmental and Resource Economists Network, the Africa Economic Research Consortium, and the Zambia Economic Association. He has conducted research in several fields of economics, political economy, taxation and tax administration systems and on environment and natural resource management.
